I am using Studio 2021 SR2, and have a package (.sdlppx) that opens into the Import Package window, but does not let me set a target directory, as it does normally.
Then it runs the import, but no project is visible.
If I try to rerun the package file, I am told the project has already been imported, but does not tell me where.
Has anybody had this issue and knows how to solve it?

One possibility. There is a list of imported packages, formerly imported packages in your Trados. Try cleaning this list of old imported packages/files, and then do everything all over again.
