I’ve been translating for over 30 years and I still don’t know what is the BEST strategy, so I’d say all the above plus consistently produce great work in order to keep my clients and to be recommended by them.

I've had very little work from any contacts on Proz, the same applies to contacting agencies. All my best contacts have come as a result of working with translators in other language pairs who referred their clients to me for English.

There is no "best" marketing strategy that will work for everyone. It depends very much on who your ideal client is. If you are targetting tourism companies in your own town your strategy will be different to those hoping to work for large engineering companies in another country.
