The Technical and Financial Partners active in the energy sector in Benin would like to appreciate MERPMEDER for its invaluable efforts and more particularly the Energy Division for its consultation efforts and the setting up of a participatory mechanism relating to this exercise
We would be proud as to get engaged in this process in a supportive way by enabling Benin in order to get equipped with a powerful, consistent and concrete tool that will provide a benchmark framework for all the actors involved in the development of this sector.
The draft final report is overall of good quality, apart from some constraints that were beyond the Consultant's responsibility, and the comments made below should be contributive for the amelioration of certain aspects or should help us to shed some light on the areas that we feel are most important as well as the most strategic ones.
1. General comments
- The goals stated on page 5 certainly reflect the content of the reports, but are not exactly those of the mission which are indicated in the ToRs
- The document could be harnessed by initiatives under investigation. It would be very useful for it to integrate MCC projects in all its dimensions (production distribution segments ....), The ADB SREP, the SE4ALL initiation action plan, the WAPP priority projects, etc.
- All the analyzes were carried out in USD, and why is that CFA currency was not privileged especially in a context where EURO is devalued compared to USD?
- Why is that it was not mentioned throughout the document the imports from Côte d'Ivoire (CIE) ?
TOME 1: Demand
- In all the analyzes relating to the CEET situation (and in particular page 46), no mention is made of the recent master plan of CEET (SNV LAVALIN) financed by AFD in Togo. Did the consultant really oversee the document before carrying out his study ?
- In the study of demand was the industry ‘s facilities treated specially ? Did you plan ahead to put up new industries ?
- Summary – Page 7: It is indicated that the demand scenarios are driven by a combination of population growth rate, GDP growth, and the electrification policy. What are the relative shares of the three drivers to the overall growth in electricity demand?
- Summary – Page 7: There is no mention of the contribution to the rate of demand growth from the effects of demand side management and energy efficiency. What is the consultant’s view of the potential impact on (savings from) those measures? What about reduction in losses – has consideration been given to invest for the purpose of reducing technical losses?
- Summary – Page 7: kindly provide examples of other countries that have achieved a similar rate of increase of both electrification and densification over a twenty year period of time.
- Economic Development, chart 4 – Page 14: Are the projected rates of growth of GDP sustainable over the projection period.
- Demand in the Major Urban Centers, chart 9 – Page 19: kindly comment on the implications on the electrification rate in Cotonou presented as greater than 100% in 2014 and in all the scenarios. What is the impact on the overall demand growth projections?
- Demand in Localities outside GCU and Already Electrified, chart 14 – Page 34: kindly clarify 2015 rate of electrification.
- Demand in Localities outside GCU and Already Electrified, Table16 – Page 35: The companies listed and the amount of auto-production appear to be government-owned enterprises. Is there any survey or other data about auto-production on the part of private sector enterprises? The amount of auto-production seems low in a country with such high outages.
- Demand Created by the Electrification Program – Pages 39-41: Please elaborate (chapter does not seem well developed). Kindly comment on alternative strategies to electrification – i.e., off-grid solutions. How does that fit into scenarios?
TOME 2 : Production
- The study division period into two parts (2015-2019 and 2020-2035) is a positive point. Indeed, it allows a good analysis of current or urgent initiatives, particularly in terms of production (2015-2019). This division will also have to be carried out for the transport and distribution component in order to take into account the ongoing projects. Moreover, we are already in mid-2015, maybe we can propose that the plan starts from 2016 so 2016-2035 if possible
- In the case of PV plants it is stated "if the investment costs are subsidized at 50%, which reduces costs to 1000 US $ / kWp, at least 20 MW of PV capacity is installed in all scenarios and this if the Crude oil price is 60 US $ / barrel or 100 US $ / barrel ". The link between PV plants and the price of oil does not seem clear? Is this a scenario?
- Concerning the technical choices of production, there is no mention of biomass projects in advanced PPIs, therefore for the period 2015-2019 nor for the long term. We already made this point in the previous phase by asking about coal plants and proposing alternative renewable energy solutions.. What about energy efficiency. Should we remember that the best source of energy is energy saving?
- Unless I am mistaken, the contracts with MRI and Aggréko are for short periods while their power stations were integrated to the production mix at MLT. This is a one-off lease that should at least be modeled for the 2015-2019 period.
- Regarding the choice of coal-fired power plants, it seems that this was already studied in Benin and was abandoned because of the logistical constraints related to the supply of fuel. Why was this option chosen by the Consultant despite these strong constraints and particulary the absence of a mineral port?
- Is it really wise to consider setting up coal plants? Is the environmental impact of using coal not too important to avoid considering it as an alternative? Are there any good enough opportunities to justify this option?
- Page 16 of Volume 2, it is stated that the construction site of the Adjaralla power plant "has resumed". Could we have confirmation of this information?
- Paragraph 4.1 concerning the description of the single energy mix is not clear, and it seems that there is a contradiction between the scenarios presented here (page 19) and those presented on page 24. This part should be taken again and made more coherent.- Table 10 page 33 is not clear and it seems that the line "Capacity expressed in MW" has many errors (example CAI = 8 MW).
- Summary – Page 8: Please provide basis for assumptions about oil price forecasts and the cost of CO2.
- Summary, Table 1 – Page 9 and Introduction – Page 15: Please provide rationale for extending term of what had been one year leases for the Aggreko and MRI units for another ten years.
- Summary, Table 1 – Page 9: Is Nangbeto currently capable of operating at nameplate capacity of 65 MW or is it in need of rehabilitation to restore it to nameplate capacity?
- Summary – Page 9: How quickly can the 120 MW dual fuel thermal unit come on line in as much as construction has not commenced?
- Summary – Page 10: Given the history, what is the likelihood of reaching an arrangement whereby the output from the Contour Global plant would be purchased by CEB and then made available to Benin (SBEE) and to Togo (CEET) and how quickly could such an arrangement be put into place?
- Summary – Pages 10-11 and Configurations – Pages 38-39: No mention is made of other technologies – i.e., biomass in Benin, opportunities for cogeneration. Kindly make a comment on why none of these are included among the considered options.
- Summary – Page 11: As all scenarios include imports from Niger, the assumptions underlying this option deserve further elaboration.
- Analysis of the Provision of Natural Gas – Pages 17-18: In spite of the difficulties in securing supplies of natural gas, the expansion plan is heavily reliant on gas. kindly describe how the difficulties will be overcome. Please present the costs necessary to be incurred to overcome the difficulties.
- Period 2020-2035 – Page 29: Please explain the shift in the model from Excel to WASP, starting in 2020. Are there any discontinuities associated with the shift? It appears that using 2 models provides a discontinuity between the 2 periods, especially when the natural gas option increases in 2020 from 10 to 200 MMBPD.
- Investments – Page 41: Realistically, how quickly could the mineral port at Seme-Kpodji be constructed, completed and commissioned and ready for use? What is the current state of development?
- Other Assumptions -- Page 41: Is the reserve margin an input or output of the model?
- Need to explain in the long term, the import costs of Nigeria and Ghana become too high compared to production alternatives in the territories of Togo and Benin (page 11)
- For PV plants, explain why subsidies are 50% and how to consider them ?

TOME 3 : Transport
- The analysis was limited to the CEB and SBEE network. It did not integrated the WAPP network which is a large interconnection network that can influence the production / supply choices.
- Given the in-depth analysis done by the MCC, it would be interesting to make a specific comparison between the two studies (point of convergence and divergence).
- Has any consideration to be given to a possible schedule of rates for transportation of energy in the transmission ofid?
TOME 4 : Rural electrification
- The rural electrification part did not propose an off-grid solution on the grounds that the SBEE network covers the territory well and that 82% of the localities are located 1 km from the MV network. Does not this have an interest and an added value for the access of some households to electricity? It seems that a global reflection on the optimal access strategy according to the chosen production and transmission distribution options should be proposed.
- Were other electrification scenarios and strategies (combination of on-grid and off-grid electrification) considered and a comparison of investment costs by scenario developed?
- The Consultant performed a remarkable job of updating and making consistent the different existing databases (DGE, SBEE, ABERME). To what extent has this updated database been shared with the relevant services and made available to the administration for the sake of sustainability? Have steps been taken to ensure that this database is updated in a consistent and centralized manner in the future?
- The assumptions for calculating the costs of rural electrification should further develop the electrification standards used, while ensuring that these standards will be used and respected in all future rural electrification projects in Benin .
- The Consultant stated that "Electrification by SBEE connectongrid is the main strategy to follow since the network is ...". Is the rural electrification strategy currently being followed lesser? What about other alternatives?
- The ENRs were tackled: I think that the questions relating to "solar home systems" and "solar street lights" need to be further explored.

- Concerning the financial analysis, it would be good if the CEB and SBEE technical-financial models are used, so that the master plan is in relation to these models, and conversely, that the updates of the model can emobody the technical hypotheses of this plan. It is unfortunate that this plan as presented does not make it easier to draw out an investment program from SBEE in order to update its model.
- The concept of working capital should be developed
- Summary, Table 1 – Page 7: What is the basis of the assumption about the cost of LNG? And in relation to the cost of natural gas. Please check WAGP price for natural gas.
- IPP Price – Pages 12-13: What is the basis for the assumptions about IPP financing – the mix of debt and equity, the rate of return on equity, and the rate of interest on debt? The assumptions do not appear consistent with current market requirements. Was a sensitive analysis conducted of the financing assumptions and what was the implication for the cost of purchased power from IPPs? The private financing of new generation s a critical assumption that merits further attention. Has consideration been given to the creditworthiness of the assumed buyer under power purchase agreements (CEB) or alternative buyers (SBEE and CEET)?
- Electrification in the GCU and Localities already electrified – Page 17-19: The total cost in the medium scenario is $816 million (it would be appreciated if consultant would provide the total over the planning horizon). In the past, how much has been made available annually by SBEE, the State and donors for this type of investment?
- Program of Rural Electrification – Pages 20-22: As it was done in the chapters on transmission and distribution, kindly provide the projected annual investments costs associated with the electrification strategy (and the total). Some of the assumptions have been provided but the costs have not been presented as computed by the consultant.
TOME 6 : Implementation plan
- The document is very descriptive with many assumptions even if scenarios were proposed.It is difficult to draw out of it an investment plan and take it as such as a benchmark document for any investment in the electricity subsector.

Les Partenaires Techniques et Financiers actifs dans le secteur de l'Energie au Bénin tiennent à remercier le MERPMEDER et plus particulièrement la Direction Générale de l'Energie pour ses efforts de consultation et la mise en place d'un mécanisme participatif relatif à cet exercice de planification très important.
Nous tenons à nous engager dans ce processus de façon constructive afin de permettre au Bénin de se doter d'un outil performant, cohérent et réaliste qui donnera un cadre de référence pour l'ensemble des acteurs engagés dans le développement du secteur.
Le rapport final provisoire est dans l'ensemble de bonne qualité, malgré certaines contraintes indépendantes de la responsabilité du Consultant, et les commentaires formulés ci-dessous devraient permettre d'améliorer certains aspects ou de clarifier certaines parties qui nous semblent les plus importantes et/ou les plus stratégiques.
1. Commentaires généraux
- Les objectifs énoncés à la page 5 traduisent certainement le contenu des rapports, mais ne sont pas exactement ceux de la mission qui sont indiqués dans les TDR
- Le document pourrait être enrichi par les initiatives en cours d’instruction. Il serait très utile qu’il intègre les projets MCC dans toutes ses dimensions (segments production distribution….), le SREP de la BAD, le plan d’actions de l’initiation SE4ALL, les projets prioritaires du WAPP, etc…
- Toutes les analyses ont été faites en USD, pourquoi ne pas avoir privilégié le Francs CFA, surtout dans un contexte d'EUR affaibli face au USD ?
- Aucune mention n'est faite, dans tout le document, des importations en provenance de Côte d'Ivoire (CIE), pourquoi ?

- Le découpage de la période de l’étude en deux parties (2015-2019 et 2020-2035) est un point positif. En effet, il permet une bonne analyse des initiatives en cours ou urgentes notamment en matière de production (2015-2019). Ce découpage devra être également réalisé pour le volet transport et distribution afin de prendre en compte les projets en cours. Par ailleurs, nous sommes déjà à mi-2015, peut-être qu’on peut proposer que le plan démarre à partir de 2016 donc 2016-2035 si possible;
- Au niveau des centrales PV il est précisé « si les coûts d’investissement sont subventionnés à 50%, ce qui réduit les coûts à 1000 US$/kWc, au moins 20 MW de capacité PV est installée dans tous scénarios et cela si le prix de pétrole brut est de 60 US$/baril ou de 100 US$/baril ». Le lien entre les centrales PV et le prix du pétrole ne parait pas clair ? S’agit-il d’un scénario ?
- Concernant les choix techniques de production, il n’est pas fait mention de projets biomasse en IPP bien avancés, donc pour la période 2015-2019 ni pour le long terme. Nous avons déjà fait cette remarque lors de la phase précédente en nous interrogeant sur les centrales à charbon et en proposant des solutions alternatives d’énergies renouvelables. Quid de l’efficacité énergétique. Faut-il rappeler que la meilleure source d’énergie est l’économie d’énergie ?
- Sauf erreur, les contrats avec MRI et Aggréko sont de courtes durées alors que leurs centrales ont été intégrées dans le mix de production à MLT. Il s’agit de location ponctuelle qui devrait à minima être modélisée pour la période 2015-2019 ;
- Concernant le choix des centrales à charbon, il semble que cela ait déjà été étudié au Bénin et a été abandonné en raison des contraintes logistiques liées à l'approvisionnement en combustible. Pourquoi cette option a-t-elle été retenue par le Consultant malgré ces contraintes fortes et notamment l'absence d'un port minéralier ?
- Est-il vraiment judicieux d’envisager la mise en place de centrales à charbon ? L’impact environnemental de l’utilisation du charbon n’est-il pas trop important pour qu’on évite de le considérer comme une alternative ? Y a-t-il des opportunités suffisamment intéressantes pour justifier cette option ?
- Page 16 du Tome 2, il est indiqué que le chantier de construction de la centrale d'Adjaralla "a repris". Pourrions-nous avoir confirmation de cette information ?

TOME 3 : Transport
- L’analyse s’est limitée au réseau de la CEB et de la SBEE. Elle n’a pas intégrée le réseau du WAPP qui est un vaste réseau d’interconnexion qui peut influer sur les choix de production / d’approvisionnement.
- Etant donné le travail d'analyse approfondi réalisé par le MCC, il serait intéressant de faire une comparaison spécifique entre les deux études (point de convergences et de divergence).

TOME 4 : Electrification rurale
- La partie électrification rurale n’a pas proposé de solution off-grid sous prétexte que le réseau de la SBEE couvre bien le territoire et que 82% des localités sont situées à 1 km du réseau MT. Cela n’a-t-elle pas un intérêt et une plus-value pour l’accès de certains ménages à l’électricité ? Il semble qu’une réflexion globale sur la stratégie d’accès optimale en fonction des options de production et de transport distribution retenues devrait être proposée.

- Le Consultant a fait un travail remarquable de mise à jour et de mise en cohérence des différentes bases de données existantes (DGE, SBEE, ABERME). Dans quelle mesure cette base de données actualisée a-t-elle été partagée avec les services compétents et mise à disposition de l'administration, par soucis de pérennisation ? A-t-on pris les mesures nécessaires pour que cette base de données soit mise à jour de façon cohérente et centralisée à l'avenir ?
- Les hypothèses de calcul des coûts de l'électrification rurale devraient développer plus en détails les standards d'électrification utilisés, tout en s'assurant que ces standards seront utilisés et respectés dans tous les projets d'électrification rurale à l'avenir au Bénin.

Les Partenaires Techniques et Financiers actifs dans le secteur de l'Energie au Bénin tiennent à remercier le MERPMEDER et plus particulièrement la Direction Générale de l'Energie pour ses efforts de consultation et la mise en place d'un mécanisme participatif relatif à cet exercice de planification très important.
Nous tenons à nous engager dans ce processus de façon constructive afin de permettre au Bénin de se doter d'un outil performant, cohérent et réaliste qui donnera un cadre de référence pour l'ensemble des acteurs engagés dans le développement du secteur.
Le rapport final provisoire est dans l'ensemble de bonne qualité, malgré certaines contraintes indépendantes de la responsabilité du Consultant, et les commentaires formulés ci-dessous devraient permettre d'améliorer certains aspects ou de clarifier certaines parties qui nous semblent les plus importantes et/ou les plus stratégiques.
1. Commentaires généraux
- Les objectifs énoncés à la page 5 traduisent certainement le contenu des rapports, mais ne sont pas exactement ceux de la mission qui sont indiqués dans les TDR
- Le document pourrait être enrichi par les initiatives en cours d’instruction. Il serait très utile qu’il intègre les projets MCC dans toutes ses dimensions (segments production distribution….), le SREP de la BAD, le plan d’actions de l’initiation SE4ALL, les projets prioritaires du WAPP, etc…
- Toutes les analyses ont été faites en USD, pourquoi ne pas avoir privilégié le Francs CFA, surtout dans un contexte d'EUR affaibli face au USD ?
- Aucune mention n'est faite, dans tout le document, des importations en provenance de Côte d'Ivoire (CIE), pourquoi ?
TOME 1 : Demande
- Dans toutes les analyses faisant référence à la situation de la CEET (et notamment page 46), aucune mention n'est faite du récent schéma directeur de la CEET (SNV LAVALIN) financé par l'AFD au Togo. Le Consultant a-t-il eu connaissance de ce document pour réaliser son étude ?
- Dans l’étude de la demande, les installations industrielles ont-elles été traitées de manière spécifique ? Avez-vous pu avoir une projection de l’implantation de nouvelles industries ?

- Demand in Localities Outside GCU and Already Electrified, Table16 – Page 35: The companies listed and the amount of auto-production appear to be government-owned enterprises. Is there any survey or other data about auto-production on the part of private sector enterprises? The amount of auto-production seems low in a country with such high outages.
- Demand Created by the Electrification Program – Pages 39-41: Please elaborate (chapter does not seem well developed). Please comment on alternative approaches to electrification – i.e., off-grid solutions. How does that fit into scenarios?
TOME 2 : Production
- Le découpage de la période de l’étude en deux parties (2015-2019 et 2020-2035) est un point positif. En effet, il permet une bonne analyse des initiatives en cours ou urgentes notamment en matière de production (2015-2019). Ce découpage devra être également réalisé pour le volet transport et distribution afin de prendre en compte les projets en cours. Par ailleurs, nous sommes déjà à mi-2015, peut-être qu’on peut proposer que le plan démarre à partir de 2016 donc 2016-2035 si possible;
- Au niveau des centrales PV il est précisé « si les coûts d’investissement sont subventionnés à 50%, ce qui réduit les coûts à 1000 US$/kWc, au moins 20 MW de capacité PV est installée dans tous scénarios et cela si le prix de pétrole brut est de 60 US$/baril ou de 100 US$/baril ». Le lien entre les centrales PV et le prix du pétrole ne parait pas clair ? S’agit-il d’un scénario ?
- Concernant les choix techniques de production, il n’est pas fait mention de projets biomasse en IPP bien avancés, donc pour la période 2015-2019 ni pour le long terme. Nous avons déjà fait cette remarque lors de la phase précédente en nous interrogeant sur les centrales à charbon et en proposant des solutions alternatives d’énergies renouvelables. Quid de l’efficacité énergétique. Faut-il rappeler que la meilleure source d’énergie est l’économie d’énergie ?
- Sauf erreur, les contrats avec MRI et Aggréko sont de courtes durées alors que leurs centrales ont été intégrées dans le mix de production à MLT. Il s’agit de location ponctuelle qui devrait à minima être modélisée pour la période 2015-2019 ;
- Concernant le choix des centrales à charbon, il semble que cela ait déjà été étudié au Bénin et a été abandonné en raison des contraintes logistiques liées à l'approvisionnement en combustible. Pourquoi cette option a-t-elle été retenue par le Consultant malgré ces contraintes fortes et notamment l'absence d'un port minéralier ?
- Est-il vraiment judicieux d’envisager la mise en place de centrales à charbon ? L’impact environnemental de l’utilisation du charbon n’est-il pas trop important pour qu’on évite de le considérer comme une alternative ? Y a-t-il des opportunités suffisamment intéressantes pour justifier cette option ?
- Page 16 du Tome 2, il est indiqué que le chantier de construction de la centrale d'Adjaralla "a repris". Pourrions-nous avoir confirmation de cette information ?
- Le paragraphe 4.1 concernant la description du bouquet énergétique unique n'est pas clair, et il semble qu'il y ait une contradiction entre les scenarii présentés ici (page 19) et ceux présentés à la page 24. Cette partie devrait être reprise et rendue plus cohérente.
- Le tableau 10 page 33 n'est pas clair et il semble que la ligne "Capacité exprimée en MW" présente de nombreuses erreurs (exemple CAI = 8 MW).

Please describe how the difficulties will be overcome. Please present the costs necessary to be incurred to overcome the difficulties.
- Period 2020-2035 – Page 29: Please explain the shift in the model from Excel to WASP, starting in 2020. Are there any discontinuities associated with the shift? It appears that using 2 models provides a discontinuity between the 2 periods, especially when the natural gas option increases in 2020 from 10 to 200 MMBPD.
- Investments – Page 41: Realistically, how quickly could the mineral port at Seme-Kpodji be constructed, completed and commissioned and ready for use? What is the current state of development?
- Other Assumptions -- Page 41: Is the reserve margin an input or output of the model?

- Etant donné le travail d'analyse approfondi réalisé par le MCC, il serait intéressant de faire une comparaison spécifique entre les deux études (point de convergences et de divergence).
- Has any consideration been given to developing a possible schedule of tariffs for transportation of energy in the transmission grid?
TOME 4 : Electrification rurale
- La partie électrification rurale n’a pas proposé de solution off-grid sous prétexte que le réseau de la SBEE couvre bien le territoire et que 82% des localités sont situées à 1 km du réseau MT. Cela n’a-t-elle pas un intérêt et une plus-value pour l’accès de certains ménages à l’électricité ? Il semble qu’une réflexion globale sur la stratégie d’accès optimale en fonction des options de production et de transport distribution retenues devrait être proposée.
- Were other electrification scenarios and strategies (combination of on-grid and off-grid electrification) considered and a comparison of investment costs by scenario developed?
- Le Consultant a fait un travail remarquable de mise à jour et de mise en cohérence des différentes bases de données existantes (DGE, SBEE, ABERME). Dans quelle mesure cette base de données actualisée a-t-elle été partagée avec les services compétents et mise à disposition de l'administration, par soucis de pérennisation ? A-t-on pris les mesures nécessaires pour que cette base de données soit mise à jour de façon cohérente et centralisée à l'avenir ?
- Les hypothèses de calcul des coûts de l'électrification rurale devraient développer plus en détails les standards d'électrification utilisés, tout en s'assurant que ces standards seront utilisés et respectés dans tous les projets d'électrification rurale à l'avenir au Bénin.

The Technical and Financial Partners active in the energy sector in Benin would like to appreciate MERPMEDER for its invaluable efforts and more particularly the Energy Division for its consultation efforts and the setting up of a participatory mechanism relating to this exercise
We would be proud as to get engaged in this process in a supportive way by enabling Benin in order to get equipped with a powerful, consistent and concrete tool that will provide a benchmark framework for all the actors involved in the development of this sector.
The draft final report is overall of good quality, apart from some constraints that were beyond the Consultant's responsibility, and the comments made below should be contributive for the amelioration of certain aspects or should help us to shed some light on the areas that we feel are most important as well as the most strategic ones.
1. General comments
- The goals stated on page 5 certainly reflect the content of the reports, but are not exactly those of the mission which are indicated in the ToRs
- The document could be harnessed by initiatives under investigation. It would be very useful for it to integrate MCC projects in all its dimensions (production distribution segments ....), The ADB SREP, the SE4ALL initiation action plan, the WAPP priority projects, etc.
- All the analyzes were carried out in USD, and why is that CFA currency was not privileged especially in a context where EURO is devalued compared to USD?
- Why is that it was not mentioned throughout the document the imports from Côte d'Ivoire (CIE) ?

TOME 2 : Production
- The study division period into two parts (2015-2019 and 2020-2035) is a positive point. Indeed, it allows a good analysis of current or urgent initiatives, particularly in terms of production (2015-2019). This division will also have to be carried out for the transport and distribution component in order to take into account the ongoing projects. Moreover, we are already in mid-2015, maybe we can propose that the plan starts from 2016 so 2016-2035 if possible
- In the case of PV plants it is stated "if the investment costs are subsidized at 50%, which reduces costs to 1000 US $ / kWp, at least 20 MW of PV capacity is installed in all scenarios and this if the Crude oil price is 60 US $ / barrel or 100 US $ / barrel ". The link between PV plants and the price of oil does not seem clear? Is this a scenario?
- Concerning the technical choices of production, there is no mention of biomass projects in advanced PPIs, therefore for the period 2015-2019 nor for the long term. We already made this point in the previous phase by asking about coal plants and proposing alternative renewable energy solutions.. What about energy efficiency. Should we remember that the best source of energy is energy saving?
- Unless I am mistaken, the contracts with MRI and Aggréko are for short periods while their power stations were integrated to the production mix at MLT. This is a one-off lease that should at least be modeled for the 2015-2019 period.
- Regarding the choice of coal-fired power plants, it seems that this was already studied in Benin and was abandoned because of the logistical constraints related to the supply of fuel. Why was this option chosen by the Consultant despite these strong constraints and particulary the absence of a mineral port?

6.1 Nombre de localités
En 2014, il y avait 3230 localités en dehors des GCU dont 1123 localités qui étaient déjà électrifiées. Le nombre est composé de : 913 localités rurales, 135 localités urbaines, 45 localités semi ou périurbaines et 30 lacustres

6.3 Approche pour estimer la demande BT
Le nombre d’abonnés BT dans les localités électrifiées et les ventes dans ces localités ne sont pas connus. Ces paramètres ont été estimés. Le nombre d’abonnés BT et les ventes BT dans le centre ont été répartis sur les localités électrifiées proportionnellement à la taille de la population. Etant donné un centre, le taux d’électrification est donc identique dans les localités électrifiées et la consommation spécifique des abonnés BT est également identique dans les localités électrifiées. Si
on compare les localités électrifiées situées dans différents centres, le taux d’électrification et la consommation spécifique sont différents.
L’estimation du développement de la population dans les localités est l’hypothèse principale concernant le développement du taux d’électrification donne le nombre d’abonnés BT dans le futur.
En 2014, le taux d’électrification étendu au niveau des départements variait entre 3% et 15%, le taux moyen hors GCU était de 10% (21% en 2013 dans les localités électrifiées), le taux national était de 28% (GCU inclus). Le taux en 2035 est présenté dans le tableau ci‐dessous. Une interpolation9 est utilisée pour calculer le développement entre 2013 et 2035.

En 2013, la consommation spécifique des abonnés BT variait entre 5,7‐22,6 et 204‐311 kWh/mois.
Le développement de leur demande spécifique est dans le modèle une fonction du développement du PIB réel par capita. Le modèle ne distingue cependant pas entre abonnés existants et nouveaux abonnés comme c’est le cas dans le modèle utilisé pour les grands centres urbains. Le phénomène que la demande spécifique des nouveaux abonnés ait la tendance d’être plus faible que celle des abonnés existants ce qui réduit l’augmentation de la demande spécifique moyenne (elle peut même baisser), est tenu compte par les valeurs de l’élasticité. Celle‐ci est dans le Scénario Haut de 0,9 en 2015 et de 0,35 en 2035. Scénario Moyen : 0,7 et 0,35. Scénario Faible : 0,40 et 0,2010.
6.4 Approche pour estimer la demande MT
La demande MT est composée de trois éléments :
1. La demande MT dans les centres en dehors des GCU où il y a déjà des abonnés MT.
2. L’autoproduction en dehors des GCU.
3. La demande MT qui va se présenter dans certains centres en dehors des GCU qui n’ont pas encore d’abonnés MT.

Comme déjà mentionné dans le Chapitre 4, il y a déjà des abonnés MT dans quelques localités en dehors des GCU. Selon les statistiques de ventes de la SBEE, c’est le cas dans les centres de Ouidah, Allada, Sékou, Attagan, Lokossa et Natitingou. Les ventes MT totales dans ces centres en 2014 sont estimées à 24 GWh. Le calcul de la demande dans ces centres est décrit en haut dans le Chapitre 4.
Autoproduction en dehors des GCU
L’autoproduction est à tenir compte dans l’estimation de la demande MT parce que l’approvisionnement par la SBEE coûte nettement moins chère et est donc souhaité par les auto‐ producteurs. Les données reçues de la DGE sur l’autoproduction en 2014 en dehors des GCU sont présentées dans le tableau ci‐dessous. L’autoproduction totale était de 10,5 GWh. Tous centres étaient en 2014 des centres électrifiés.

On peut s’attendre à ce qu’il y ait des abonnés MT à partir d’une certaine taille de la localité. Dans le modèle, c’est le cas à partir de 12 000 personnes. La demande des abonnés MT est estimée à 10% de la demande BT11. Les estimations sont basées sur les données présentées dans l’Encadré 6.2.
6.5 Résultats
Le Tableau 17 présente les taux de croissance moyenne de la demande BT et MT dans la période 2015 – 2035. Les taux sont nettement plus élevés par rapport aux taux correspondants dans les GCU. La raison principal pour ce développement est l’accroissement du taux d’électrification. En 2014, le taux étendu était en moyenne de 21%. Dans le Scénario Haut, il atteint en 2035 partout 75%, dans le Scénario Moyen 66% et dans le Scénario Faible 50%.

La demande totale en GWh par Direction Régionale de la SBEE est indiquée dans le Tableau 6.4. La croissance est globalement homogène d’une région à l’autre à l’exception de la DR de Borgou‐ Allibori. Tiré par la forte croissance démographique, cette DR devient la plus importante, suivi de la DR de Ouémé‐Plateau.
Signalons que les scénarios n’incluent pas la demande de la cimenterie SCB Lafarge et non plus la demande de la cimenterie NOCIBE. Les cimenteries sont en dehors des grands centres urbains.
L’usine de Lafarge est située à Onigbolo dans la commune de Kétou (département Ouémé‐Plateau). SCB Lafarge est approvisionnée par la CEB. Les projections de la CEB supposent que la demande de la cimenterie soit entre 62 et 73 GWh/an.
L’usine de NOCIBE se trouve à Massé dans la commune d’Adja‐Ouéré (département Ouémé‐Plateau. La production a commencé en 2014. Le plan est de produire près de 1,3 millions de tonnes de ciment par an. En 2014, NOCIBE a satisfait son besoin en électricité par autoproduction12. Il est prévu de raccorder NOCIBE au réseau en 2015. La cimenterie sera ensuite approvisionnée par la CEB qui estime que la demande soit entre 116 et 132 GWh/an.

7 DEMANDE CREEE PAR LE PROGRAMME D’ELECTRIFICATION
7.1 Sélection provisoire des localités à électrifier
Comme présenté plus haut, la demande BT a été segmentée en 3 catégories : Grands Centres Urbains, localités déjà électrifiées, et autres localités.
Parmi les autres localités, un seuil de population doit être fixé pour déterminer quelles sont les localités qui seront électrifiées par raccordement réseau. Le seuil dépend du scénario, au vu de la répartition de la population dans les localités à électrifier les seuils de 1000 ; 1500 et 2000 habitants en 2035 ont été proposés. Cette répartition permet de prendre la quasi‐totalité de la population du Bénin : seuls 0,5% ; 1,9% ou 4,3% de la population Béninoise vivraient alors dans des localités non électrifiée par le réseau national. La répartition de la population est illustrée dans le graphe ci‐ dessous.

Les localités à raccorder sont prises en compte dans la prévision de la demande à raison de 100, 90 et 80 localités par an suivant les scénarios. De ce fait toutes les localités sont raccordées en 2035.

Cette méthode de sélection n’est pas la méthode finale qui sera adoptée dans le plan directeur distribution. Ce volet de l’étude permettra de définir plus finement quelles localités seront électrifiées quand. L’ordre de raccordement sera légèrement différent de celui considéré ici mais l’impact sur la demande sera minime.
7.2 Estimation de la demande
La demande pour les localités à électrifier est calculée par GEOSIM suivant les mêmes principes que les autres segments de la demande :

Application du modèle à chaque localité suivant l’évolution de sa démographie : nombre d’habitant en année de raccordement.
Les tableaux ci‐dessous présentent les principales hypothèses de calcul par scénario.

Les demandes spécifiques ont été prises à 30% de la consommation spécifique des zones déjà électrifiées pour refléter le fait que les localités restant à raccorder sont les localités les moins développées économiquement. Par conséquent leurs habitants ont moins de ressource disponible pour la consommation électrique.
Le pourcentage de 30% s’est orienté aux ventes spécifiques aux abonnés « « Particuliers, BT1 » dans les centres de la SBEE en 2013. Les centres où les ventes spécifiques étaient les plus faibles étaient : Niaouli (34), Aplahoue (35), Djakotome (35), Cana (36), Bopa (37), Dogbo (38) et Tokuilin (38).

Les taux de croissances dans les cinq premières années correspondent à une élasticité par rapport aux PIB réel par capita d’environ 2,0 et dans les années suivantes d’environ 1,0.
8 RESUME : DEMANDE D’ENERGIE ELECTRIQUE ET DE PUISSANCE DANS LE RESEAU INTERCONNECTE
8.1 Taux d’électrification
Le taux de couverture (= nombre de localité électrifié par raccordement au réseau interconnecté divisé par nombre total de localité) est en 2035 de 92% dans le Scénario Haut, de 86% dans le Scénario Moyen et de 79% dans le Scénario Faible.
Le taux de desserte (= population vivant dans des localités électrifiées par raccordement au réseau interconnecté divisé par population totale) est en 2035 de 99% dans le Scénario Haut, de 98% dans le Scénario Moyen et de 96% dans le Scénario Faible.
Le taux d’électrification étendu qui était en 2014 d’environ 30% varie en 2035 entre 55% (Scénario Faible) et 77% (Scénario Haut). Le taux est la relation entre les abonnés BT approvisionnés par le réseau interconnecté et le nombre de ménages au Bénin.

8.2 Demande d’énergie électrique
Le Tableau 23 présente le développement de la demande par segment.
La croissance moyenne entre 2015 et 2035 de la demande totale sans SCB Lafarge et NOCIBE est de 9,3% par an dans le Scénario Haut ; de 7,7% par an dans le Scénario Moyen et de 6,3% par an dans le Scénario Faible. Les valeurs correspondantes avec les deux cimenteries sont de 8,8%, 7,2% et 6,0%.
La répartition entre les différents segments change. La contribution de la demande dans les GCU qui, en termes de ventes, comptait en 2014 pour environ 79% de la demande totale (sans ventes à SCB Lafarge), se réduit jusqu’en 2035 à 63% (Scénario Haut) ‐ 68% (Scénario Faible). La demande dans les localités en dehors des GCU mais déjà électrifiées en 2014 augmente de 21% en 2014 à 28% (Scénario Faible) ‐ 31% (Scénario Haut) en 2035. La contribution des localités qui seront électrifiées est toujours faible ; en 2035 entre 5,0% (Scénario Faible) et 6,0% (Scénario Haut).

8.3 Pointes annuelles dans le réseau interconnecté
8.3.1 Demande au niveau d’injection
La pointe annuelle dans le réseau interconnecté est la pointe au niveau des postes de source. La demande d’énergie qui est présentée dans le paragraphe 7.1 est la demande au niveau des consommateurs. Les pertes techniques de transport sont à ajouter afin d’obtenir une estimation de la demande au niveau d’injection.
Les pertes techniques ne sont pas connues. L’estimation du consultant est qu’elles étaient en 2014 de 14% de l’énergie injectée dans le réseau au niveau des postes de source. Il est supposé que les pertes diminuent en continu pour atteindre 10% en 2035 ; voir l’Encadré 3.2.
8.3.2 Facteurs de charge et de coïncidence
L’estimation de la pointe annuelle à partir de la demande d’énergie est faite avec les facteurs de charge suivants :

Dans le Scénario Haut, la pointe atteint 1402 MW en 2035. Les pointes correspondantes dans les autres scénarios sont de 1014 MW (Scénario Moyen) et de 768 MW (Scénario Faible). Les taux de croissance sont légèrement plus faibles pour rapport aux taux de croissance de la demande d’énergie électrique parce que les pertes techniques sont supposées diminuer de 14% en 2014 à 10% en 2035.
On constate que le Scénario Haut est toujours au‐dessous du Scénario Haut de la CEB mais la différence est jusqu’à 2030 relativement faible ; maximum 14% (2020), minimum 4% (2015). Les projections des Scénarios Moyen et Faible du présent modèle sont cependant nettement plus élevés que celles de la CEB. Même les pointes du Scénario Faible sont à partir de 2030 supérieure à celles du Scénario Moyen de la CEB.

9 DEMANDE DE LA CEET
Le plan d’expansion de la capacité de production n’est pas indépendant de la demande au Togo parce que la CEB approvisionne le Bénin et le Togo.
Le tableau ci‐dessous montre trois scénarios pour la demande de la CEET que le consultant a obtenus de la CEB en octobre 2014. Les taux de croissance annuelle moyenne dans la période 2015 – 2035 sont :

Translation - English 6 DEMAND IN LOCALITIES OUTSIDE MUC ALREADY ELECTRIFIED
6.1 Number of Localities
In 2014, there were 3230 localities outside the MUCs, of which 1123 were already electrified. The number is composed of: 913 rural localities, 135 urban Localities, 45 semi- suburban and 30 riparian Localities
6.2 Available data
Availabe data are as follow :
SBEE centres
• Headcounts of households and population within the centre
• Headcounts of LV subscribers in the centre
• LV (low voltage) sales in the centre
• List of urban, semi-urban and sub-urban localities in the centre. These three groups form the model of urban localities.
• List of electrified and non-electrified localities in the centre

• Population and number of households in each locality
6.3 Strategy for estimatimating LV demand
The number of LV subscribers in the electrified localities and sales in those localities were not identified early . These core factors were estimated. Thus ,the number of LV subscribers and LV sales in the centre were put together with electrified localities in proportion to their population size. In a given centre, the electrification rate is as the same as in the electrified localities .Once more , the exact consumption level of LV subscribers is also identical to electrified localities. Meanwhile
When we compare electrified localities that are located in different centres,we notice clearly the gap between the electrification rate is then identical to the specific consumption rate of localities.
The estimation for population growth conducted in the localities , is the main assumption on which we can base to estimate the electrification rate which gives us a picture about the possible number of LV subscribers in the future .
In 2014, the electrification rate at the regions’s scale ranged between 3% and 15%, the average rate except MUC was 10% (21% in 2013 in electrified localities), at the national level the rate was 28% (including MUC). The rate in 2035 is presented in the char below. Interpolation is used to evaluate the progress made in terms of localities electrification between 2013 and 2035.

In 2013 the specific consumption of LV subscribers ranged between 5.7-22.6 and 204-311 kWh per month
The increase in their specific demand in the model used ,is a function for real GDP per capita growth . However, the model does not distinguish existing subscribers and new subscribers, as is the case in the model used for large urban centers. The phenomenon that the specific demand of new subscribers tends to be lower than that of existing subscribers, which reduces the increase in average specific demand (it may even fall), is taken into account by the values in elasticity . This is in the High Scenario of 0.9 in 2015 and 0.35 in 2035. Average Scenario: 0.7 and 0.35. Scenario Low: 0.40 and 0.2010
6.4 Strategy for estimating MV demand
MT demand is composed of three elements:
1. MV demand in centres outside MUCs where there are already MV subscribers.
2. auto-production outside the MUCs .
3. The MV demand that will occur in some centres outside the MUCs that do not yet have MV subscribers.

As mentioned earlier in Chapter 4, there are already MV subscribers in some localities apart from the MUCs. According to SBEE sales statistics, is the same as in the centers of Ouidah, Allada, Sékou, Attagan, Lokossa and Natitingou. Total MV sales in these centres in 2014 were estimated at 24 GWh. The demand evaluation in these centers is described at the top in Chapter 4.
Autoproduction outside MUCs
auto-production is to be taken into account in the estimation of MV demand in view with the supply by SBEE is more affordable.That is why auto producers take big interest in this one .The data received from the ED ( Energy Division) on auto-production in 2014 except MUCs are presented in the chart below. The total auto-production was 10.5 GWh. All the centres were supplied with electricity in 2014.

Comment: These are rough estimates. The analysis on specific consumption determined some of the companies values which are not in compliance with the reasonable range. However, It may be possible that these estimates did not cover the same period (2014).
auto-production is developed in the model as follows:

(1 + real GDP growth rate * elasticity) (t = 2015, ..., 2035).
The growth in real GDP is indicated in chart 2.2. The elasticity is the one used in the evaluation of MV demand, namely of 1.5 in 2015, of 1.3 in 2035 and the result of the linear interpolation in the years 2016 - 2034.
MV demand within the centers outside MUCs that do not have MV subscribers yet
We can expect that there may be MV subscribers in these areas from certain level depending on their population size. For instance, in the model, It is the case of 12000 people.Here the MV subscribers demand was estimated at 10% of BT11 demand . The estimates were based on the data presented in sidebar 6.2.
6.5 Results
chart 17 shows the average growth rates of LV and MV demand in the period 2015 - 2035. The rates are significantly higher than the corresponding rates in the MUCs. The main reason for this expansion is the increase in electrification rate. In 2014, the extended rate averaged 21%. In the High Scenario, It reaches 75% in 2035, in the medium Scenario 66% and 50% in the low scenario

The total GWh demand by SBEE Energy Division is indicated in chart 6.4. Growth is generally homogeneous from one region to another except for Borgou-Allibori’s ED. Driven by the strong demographic growth, this ED becomes the most important, followed by Ouémé-Plateau’s ED.
It should be noted that the scenarios do not include the demand of Lafarge SCB cement factory and no longer the demand of the NOCIBE cement factory. The cement factories are not counted in major urban centers.
The Lafarge factory is located in Onigbolo within Kétou municipality (region Ouémé-Plateau). SCB Lafarge is supplied by CEB. The CEB's projection show that cement factories is between 62 and 73 GWh per year.
The NOCIBE factory is located in Massé in Adja-Ouéré municipality (Ouémé-Plateau region production started in 2014. The plan is to produce nearly 1.3 million tons of cement in a year. NOCIBE met its need for electricity by auto production.12 It is planned to connect NOCIBE to the interconnected grid in 2015. The cement factory will then be supplied by CEB, which estimated that the demand is between 116 and 132 GWh / year.

7 DEMAND PROMPTED BY THE ELECTRICIFATION PROGRAMME
7.1 Interim selection of localities to be electrified
As presented above, the LV demand were segmented into 3 groups: Large Urban Centers, already electrified localities, and other communities.
Among other localities, a population threshold must be set to determine which localities will be electrified through electricity grid. The threshold depends on the scenario, given the distribution of the population in the localities to electrify the thresholds of 1000; 1500 and 2000 inhabitants in 2035 were proposed. This distribution makes it possible to take almost the entire population of Benin: only 0.5%; 1.9% or 4.3% of the Beninese population would then live in non-electrified localities through the national network. The distribution of the population is illustrated in the graph below.

The study that was carried out by GEOSIM on the localities without electricity, in accordance with the scenarios, shows that there are nearly between 1500 and 2000 non electrified localities :

The localities to be connected to the electricity grid are taken considered in the demand projection at rate 100, 90 and 80 localities per year are broadly in line with scenarios. As a result, all the localities will be connected in 2035.
The order to take into account is presented in the model :
1/ localities in plan
2/ Distance to the existing MV grid
It is noted that the method applied to the selection of localities is just preliminary one and will not be adopted for the participatory plan. This part of the study will gives us clear picture of localities to be electrified in due course. Furthermore, the electricity grid ‘s connected to the identified localities will be slightly different from the ones that are taken into account in this particular case though, the impact on demand will be minimal.
7.2 Demand estimates
The demand for localities to be electrified is evaluated by GEOSIM following the same principles as the other segments of the application:
1/ Estimate of levels of connection
2/ Estimate of specific consumption rate
The model used for each locality according to the evolution of its demography: number of inhabitants.
The charts below present the core factors evaluated per scenario.

The specific demands were made at 30% of the specific consumption of the already electrified areas to reflect the fact that the localities still to be connected are the least economically developed localities. As a result, their inhabitants have less available resources for electricity consumption.
The percentage of 30% was oriented towards the sales specific to subscribers "" Individuals, BT1 "in the centers of the SBEE in 2013. The centers where the specific sales were the lowest were: Niaouli (34), Aplahoue (35) , Djakotome (35), Cana (36), Bopa (37), Dogbo (38) and Tokuilin (38).

The growth rates in the first five years correspond to an elasticity related to real GDP per capita of around 2.0 and in the following years of around 1,0.
8 SUMMARY :DEMAND FOR ELECTRICITY AND OUTPUT IN THE INTERCONNECTED GRID
8.1 Energy served rate
The coverage rate (= number of places with energy supply per network to the electricity grid divided by total number of places) is in 2035 of 92% in the High Scenario, 86% in the Medium Scenario and 79% in the Low Scenario.
The service rate (= population residing in localities with electricity through network to the electricity grid divided by total population) is in 2035 of 99% in the High Scenario, 98% in the Medium Scenario and 96% in the Weak Scenario.
The extended energy supply rate, which was about 30% in 2014, varies in 2035 between 55% (low Scenario) and 77% (High Scenario). The rate is linked to LV subscribers supplied by the electricity rate as well as the number of households in Benin.

8.2 Energy demand
chart 23 shows the increase in of demand by segment.
The average growth between 2015 and 2035 of total demand without SCB Lafarge and NOCIBE is 9.3% per year in Scenario High; 7.7% per annum in the Medium Scenario and 6.3% per annum in the low Scenario. The corresponding values for the two cement plants are 8.8%, 7.2% and 6.0%.
The distribution between the different segments changes. The contribution of demand in MUCs, which, in terms of sales, accounted in 2014 for about 79% of total demand (without sales to SCB Lafarge), is reduced until 2035 to 63% (High Scenario) - 68% (Low scenario). Demand in localities outside GCUs but already electrified in 2014 increased from 21% in 2014 to 28% (Weak Scenario) - 31% (High Scenario) in 2035. The contribution of localities that will be electrified is still low; in 2035 between 5.0% (low Scenario) and 6.0% (High Scenario).

8.3 Annual peaks in the electricity grid network
8.3.1 Demand at the injection level
The annual peak in the electricity grid is the one at the source stations. The energy demand presented in paragraph 7.1 is the demand at the level of consumers. The technical transport losses are to be added in order to obtain an estimate of the demand at the injection level.
Technical losses were not noticed. The consultant's estimate is that in 2014 they were 14% of the energy injected into the network at the source station level. It is assumed that the losses decrease continuously to reach 10% in 2035; see Box 3.2.
Factors of load and coincidence
The annual peak estimate from the energy demand was set with the following load factors:

8.3.2 Annual peak
The resulting annual peaks are shown in the graph below together with the CEB projections for SBEE electricity grid.
In the High Scenario, the terminals reaches 1402 MW in 2035. The corresponding terminals in the other scenarios are 1014 MW (Medium Scenario) and 768 MW (Weak Scenario). Growth rates are slightly lower related to the growth rates of electricity demand because technical losses are assumed to decrease from 14% in 2014 to 10% in 2035.
It can be seen that the High Scenario is still below the CEB High Scenario but the difference is as low as 2030; maximum 14% (2020), minimum 4% (2015). However, the projections for the Medium and Low Scenarios in this model are significantly higher than those of the CEB. Even the peaks of the low Scenario are from 2030 higher than those of the CEB's Average Scenario.

9 CEET DEMAND
The plan expansion of production capacity is not independent from the demand for Togo because the CEB supplies Benin and Togo.
The chart below shows three scenarios for the CEET's request that the consultant obtained from the CEB in October 2014. The average annual growth rates in the period 2015 - 2035 are:
High Scenario 8.2% per year,
Medium scenario 5.5% per year
Low scenario 3.8% per year.
