"Firma la denuncia Rafael Parrillas Sevillano diputado municipal Partido Pro Derechos Humanos de Cuba en Cifuentes. Divulga, licenciado Jorge Bocanegra Rodríguez educador presidencial Partido Pro Derechos Humanos de Cuba en Villa Clara."
I would usually go for "spread", "disseminate", etc. but I get the impression that here it´s something you do with a document in addition to signing it. Am I right?

I would be careful here...who wrote the document you are translating? That will tell you how best to translate it..As this document you have is highly political, the Tone of the Sender has to be right...Here, it depends on what they are denunciando...this could be a complaint merely..and divulgar..is again a tight rope..
we don't know from your context what exactly it means..it could be Circulated...
I would say diclosed is the least likely to lead to any misinterpretations...
