Basically, they're saying that an import permit was issued to bring the goods into the country for a given purpose - that of the business.
And the goods (capital goods) may only be sold, assigned or no longer user for the purpose for which the permit was issued on completion of the.....etc...
This is obviously done to prevent companies from importing goods, purportedly to engage in their regular line of business, and then selling them for a profit without paying import duty.
"desafectados de la actividad" means "disengaged" from the activity for which they were brough into the country.
The "objeto" of the permit is simply this, the import of the goods.
