This looks like a sluice gate of some sort used in controlling water flow from the coal washing process, but the "cambio de silo" is very unclear. Any definitive answers?

Looks like... The "silo" refers to the coal (I cannot think of water stored in a silo), therefore this must refer to a "compuerta" that allows them to change the silo being emptied (or perhaps the silo to be filled). I do not think that this device is a "sluice" gate (I go from memory, but I seem to recall that this applies to water only: You natives know better in this case)
