according to this reference it's the engine house and power substation that will be in the cavern:

Santa Teresa Hydroelectric Power Station

The objective of the promotion process is the development of the Santa Teresa Hydro-Electric Power Station, which is located in the Cusco region, 2.5 Km. upstream of the Santa Teresa village. This power station will use the water from the turbines of the MacchuPicchu Hydro-electric power station, property of state owned “Empresa de Generación Eléctrica Machupicchu S.A.” (EGEMSA). The Project considers using the waters discharged by the Machupicchu power station and diverting them into a loading chamber, and then through a 3.5 km long pressure tunnel until reaching the forced conduit of the station; the engine house as well as the power substation which will transform and raise the energy voltage to 220 kW, will be ***in the cavern***. The hydraulic system of the station has been designed for a 61 m3/seg discharge, which would generate an estimated 90.5 MW.

You'll see quite a few references to "power cavern" to refer to a power plant of the type your text describes. My understanding is that these aren't natural caves, but excavated for the construction of the plants. Here are some refs.

Figure 2.4 is a perspective view of the Río Grande ***power cavern*** showing typical wedges which can be formed in the roof, sidewalls, bench and floor by joint sets 2, 3 and 4.... In Figure 2.4 it is evident that the roof and the two sidewall wedges were potentially unstable and that they needed to be stabilised. This stabilisation was achieved by the placement of tensioned and grouted rockbolts which were installed at each stage of the ***cavern excavation***.
