0.25 is typed twice and that is wrong. Most likely, the context makes reference to the percent of the surfactant agent polysorbate (probably, w/v) in the solution. That is, they dissolve 0.25 g of polysorbate 80 in 100 ml of 0.5% methylcellulose.
There are also other expressions you can use:

a) 0.25 percent of polysorbate 80 in 0.5 percent of methylcellulose

b) polysorbate 80 (0.25%) in methylcellulose (0.5%)

neutral David Brown : It may be grams as polysorbate 80 (tween 80) is difficult to measure the volume as it is very viscous, it is normally weighed

disagree sugrass : Sorry, Jason: 0.25N polysorbate is not the molar concentration (M), but the normal (N) concentration. On the other hand, 0,25N is not the same as 0,25%: or it is 0,25 N or 0.25%: not the two at the same time. Finally, see David's comment - that's true:-)
