could this possibly have to do with prison modules? Good question, but no, it's a bunch of letters going back and forth on civil issues; permits and such.

Hello,
"Ocurre" referring to courier, is the service of delivery at the destination courier office for the client to collect. I think that the phrase means that the person needs to collect this letter at the mail room, desk or module. You can see an example of ocurre in the link below.
