Apparently, this is a thing. The book, "The Humanitarian Enterprise," contains a section on "Assertive Coordination." It talks about the need for coordinated efforts among the UN's humanitarian agencies who "remain largely autonomous actors, marching to their own respective drummers." Had not heard of it until now, but it may apply.
