This is for part of an accounting statement of prepaid bonds.

It appears at the bottom, as a recap. It says: "Determinado al 31 Oct 99"

Is this "given on" or "fixed as of"

Maria, I would simply skip "Determinado". That may be used in Spanish, but is not translated into English. I have been translating all kinds of financial and accounting for almost 20 years, and I can assure you that all you will ever find is "as of (date)" or "as of the close of x quarter (year). Even if the phrase is at the bottom of the page and not following the title of the document.
