The 'gap' refers to a space between the 'power' end of the machine (headstock, motor, etc.) and the bed (on which the toolhead and tail-stock are mounted). This gap can reach (almost) all the way down to floor level, allowing large-diameter disc-shaped items to be machined.

Just to add that a swing over bed of 1600 mm is already quite large. An extra 400mm in the gap is perfectly reasonable.
