Bereits in ihrer Marktdefinition lege die Empfehlung den entbündelten Großkunden-Zugang zu Drahtleitungen und Teilleitungen (englisch: „metallic loops und sub-loops") fest, so dass der Zugang zum Medium Glasfaser damit ausscheide, da es sich bei den Glasfaser-Angeboten nicht um „metallic loops" handele.
