"Checking the Battery Charge

The Microsoft® Windows® power meter window and icon, the battery charge gauge, and the low-battery warning provide information on the battery charge.

Power Meter

The Windows power meter indicates the remaining battery charge. To check the power meter, double-click the icon on the taskbar. For more information on the Power Meter tab, see "Power Management."
If the computer is connected to an electrical outlet, a icon appears.

Charge Gauge

Before you insert a battery, press the status button on the battery charge gauge to illuminate the charge-level lights. Each light represents approximately 20 percent of the total battery charge. For example, if the battery has 80 percent of its charge remaining, four of the five lights are on. If no lights appear, the battery has no charge."

Is it a meter to measure the level of charge current (or the charge volume needed to be charged, or the equipvalent remaining time to be charged) or is it the meter showing the battery remaining level.

I would think that both Jack and Kmtext are using the same meaning?

If no lights appear, the battery has no charge, the battery is out of charge, the battery needs recharging.

If all the lights are lit, the battery is fully charged. If no lights are lit, the battery has no charge.

shows the degree to which the battery is charged

i.e. how much power (if any) is left in the battery.
