I am translating a text about a power plant from English to Dutch. The power station is coal fuelling. But than the coal comes from over sea. What could a mine site refer to than in this case.

I can only guess that "the mine site wreaked havoc on the local community" means that the people in the Netherlands where the power plant is (?) were upset about the mine site located overseas for environmental or other reasons. Maybe they heard that this mine was a problem of some sort.

Discussion
But the coal mine is at the other side of the world. So really my question is if mine site could refer to something else, like the spot they store the coal, the heap or similar? thks.
