Well, web servers are no longer static, now, afaik.
On a static-page server, pages upon pages are displayed to the user, like a paper-magazine. As a magazine's pages cannot change dynamically (through user-input/interaction), so do the static-pages. The party that has hosted these pages is interested only in displaying her commodities and describing their features, as on the page of a magazine. There is no interaction expected with the user.
Perhaps the writer wanted to convey this point.

commodity just means interchangeable...
when products are considered a commodity, one is considered just as good as another, so they have to compete on price more than on features.
