I would prefer "on" since an operating system is a "platform," so one works or runs on it.

: The idea is that the bootstrap loads the O(perating) S(ystem) and then, in the 2nd order of priority, (under the OS) run the applications. Creo también en castellano "bajo Windows", sin embargo en italiano "sotto W." literally from English. Maurizio
