Outgoings means all amounts paid or payable by the Landlord for an Outgoings Year in connection with the Land or the Building.
Landlord が支払う土地や建物にかかる税金や建物の管理費などの一部を Tenant も負担しなければならず、それが Tenant's percentage of Outgoings です。
｢賃借人の負担率」や「賃借人の出費率｣などと考えたのですが、こういった場合の Outgoings の決まり訳語などあるのでしょうか？

賃借人の出費負担率
Kanazawaさんのおっしゃる「共益費／管理積立金」はニュージーランドではオフィスを借りる場合「Body Corporate fee」といいます。これはOutgoingsの一部でしかなく、全部ではありません。Outgoingsはその他にも地方税など、建物にかかる経費全般を指します。dunkさんの案をつなげて「賃借人の出費負担率」ではどうでしょうか。
