We have introduced health reforms such as patient choice, practice-based commissioning, payment by results, foundation trusts and independent sector treatment centers, which are generating a more responsive HNS.

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

What the heck??? I'm a native English speaker, and it makes utterly NO sense to me! Sounds like a lot of marketing jargon and gobbledegook. Only people directly involved in this field could possibly understand it.

これは確実にプロレベルのものだと思います。英語のネイティブスピーカーに意味を訊いたところ、もう少し前後の文章(あるいはReference)がないとわかりにくいと言っておりました。ですからもう少し説明を加えていただけたら、答えを出してくれる方がいるのではないでしょうか。

原文を読むと、以下のようなことが書いてあるのだと思います:

当病院は保健改革を行い、それには、患者の選択(つまり当病院の専門と専門外の患者の受け入れ/拒否)、専門性に基づいた紹介(外部委託、つまり、当院で治療専門外の患者を他の病院へ紹介する)、治療結果による支払(満足がいかなければ返金)、基金の設立、および独立した治療センターを導入し、それによってHNSの反応も思った以上に上々である。
