This is part of a environmental law regarding harmful emissions from manufacturing equipment.

Context:
Any series or articles, machines, equipment or other contrivances designed for processing a continuously moving sheet, web, strip, or wire which is subjected to any combination or operations described in paragraph (G)(1) or (G)(2) of this rule involving any photochemically reactive material, shall be subject to compliance with paragraph (G)(2) of this rule.

There seem to be so many possible translations for this word, and I am not really sure what it is in English, other than presuming that it is something thin with threads or thread-like portions like a spider's web??

巻き取り紙

I am not an expert in the field, but from the context I assume this is the solution.
巻き取り紙 is the paper that is used for offset printing, it is rolled up and the machine moves it while printing on it. You may have seen this in movies, where the newspaper gets printed on a long continuous roll of paper. The rotating printing machine is called a web, and the paper that is used on those machines is also called "web".
