This is a title of a section in a Code of Conduct written by a corporation. What follows is a rule basically saying that "you cannot offer bribery and 'facilitating payments".
Now, my understanding is that people give 'facilitating payments' as a way of obtaining business from clients.
My question is: how is it different from bribery in this case?
Common translation for bribery is 「収賄」; is there a standard translation for "facilitating payments" also?
I am not an expert on legal documents, so I'll appreciate any advice.

汚職防止法に関係する企業側の規定のようですから、収賄ではなく贈賄で、facilitating paymentは下記の語義および日本語サイトに見るとおり、実質的には「賄賂」だが、商慣習上許される程度のもので汚職防止法の対象からも除外されているが、これも次第に透明化が図られて禁止する企業が増えている、というのが現状のようです。

As permitted under the U.S. Foreign Currupt Practices Act, a facilitating payment is a payment for "routine governmental action," such as obtaining permits, processing papers, providing normal government services, etc. It is, in fact, a bribe, but a small one that does not induce any illegal or exceptional behavior

The meaning of 'facilitating payments' is similar to that of 'bribery. Then how about "贈収賄"?
