truematsuさんのおっしゃるとおり「急を要する内容への対応に重点を置く」ということなんですけど、それをスピードといってしまうと、すべての仕事を片付けるスピードのことを言っているような感じを受けるのでこういうふうに言うこともできると思います。

「急を要する内容への対応に重点を置く」ということでしょうか。"bias for urgency"でGoogle 検索しても用例は少ないですね。
