どちらにも解釈できないことはないのですが、that以下は「火災・爆発・化学薬品流出」というひとまとめの内容にかかっていると考えるほうが自然でしょう。「あらゆるfireが起こっていない」とするのは非現実的ですから。(強引に解釈するなら、該当工場の中でマッチを一本擦っただけでも「工場内でfireが発生した」、と言えます。)
化学薬品流出のみについて修飾したい場合はfires and explosions as well as chemical releases that...という風に別立てにするほうが自然ですので、文法的にいってもchemical releasesを唯一の指示対象と考えるのはやや不自然です。
訳文で「(~というような)火災、爆発および化学薬品流出」と書くと「火災」だけが修飾されているように見えるので、中点で繋いでみました。

: 火災も爆発も小さなもので、けが人も出ずに、外部への影響もないことが十分考えられますので、that以下はそれ以前の全部にかかるとおもいます。

ありがとうございます。一つ確認させてください。 質問の仕方が悪かったのかもしれませんが、オプションAは、火災や爆発ならば、被害の大きさや種類などにかかわらず、どんなものでもすべて含めるというものです。一方、オプションBは、火災や爆発であっても、that 以下の条件を満たさなければ含めないというものです。 それでも、オプションAですか? |
