This is perhaps overkill but do you know which language it is translated from (if it is Croatian, then over to the native-speakers), then we might work out what the original was? That sometimes helps.

Sazo - the exact meaning of development isn't clear here which makes your job that much harder. It may just mean 'to draw up' or 'to compose'. Hope this helps.
