Oh, I think we all agree the zoning decision/approval is OK, it's the stavebni rizeni as "building regulation" that's the problem - it should be "building permit process". Regulation is ustanoveni or vyhlaska, a different animal indeed...

OK - what shall I change it to? :) I'm off to Brno in the morning so I won't have a chance to change it for a couple of days ... (computer will be firmly switched off!)
IMO whatever the 'solution' is, it would still require some lengthy explanation which could be provided if necessary, but we are then in danger of providing (possibly unqualified) legal advice, rather than translating. I am inclined, if the term is not expanded on further in the text, to put something like 'zoning decision' [in Czech 'územní rozhodnutí'] and then cross the bridge when it comes to it (i.e. if the client asks for more detail).

Územní souhlas is not an official term - they mean by it positive planning decision because the final document is called in Czech "územní rozhodnutí"

Stavební řízení has nothing to do with any regulation. It is a proceedings which is commenced by an appropriate officer of a Building Office on the basis of submitted application for building permit and consists of several steps, which has to be taken.

Indeed. To be honest, though, in this instance it really doesn't matter, as long as it is in English :) Provided that the concept comes across they can ask for further clarification afterwards ...

In the US zoning permit and zoning clearance appear, the latter apparently being a somewhat simpler process like that described on realit.cz, but you are probably translating into UK English and planning clearance does not google very well in this context.

I've never run across U.souhlas and it is not defined in Pravnicky slovnik (CK Beck). Re U.rozhodnuti it says it "vymezuje území pro navrhovaný účel a stanoví podmínky, jimiž se má zabezpečit zejm. soulad s cíli a záměry územního plánování, včetně architektonických a urbanistických hodnot v území, věcnou a časovou koordinaci jednotlivých staveb a jiných opatření v území, požadavky k ochraně zdraví a životního prostředí."
