The W is probably wilaya, mentioned in the article, and meaning county or province. Not sure about the CP, though.

@ Yolanda In my personal experience, Maître is usually abreviated to Me. — Mr. is commonly used as a non-standard abbreviation for 'Monsieur', since the official abbreviation M. is so readily confused with Michel!

I guess the document comes from Algeria; le CPW is normally followed by the name of the wilaya (province); it's the way to name the person representing the province
