I guess the document comes from Algeria; le CPW is normally followed by the name of the wilaya (province); it's the way to name the person representing the province

This is a bit of a guessing game. Could we have the full context, please? What does the document say?

The W is probably wilaya, mentioned in the article, and meaning county or province. Not sure about the CP, though.
It's unlikely to be French because there are so few words beginning with W.
