If you want to translate the 'Sammler' part of this phrase, consider 'pickup'. See 12,900 references on Google to 'hazardous waste pickup'. Hazardous waste may be taken directly to special sites but it is more likely that it would then be 'disposed of' rather than 'handed over'.
There seems to be a difference in UK and US usage regarding the verb 'dispose' and whether this requires the preposition 'of'.
