I am just guessing here, as the sentence you gave could be anything. (...attitudes towards countermeasures against ... - taisaku twice, taisuru twice - looks like a wonderful sentence, you must be having fun with it) .
Anyway, if it is indeed about computer networks, then look at the first link, it talks about a Coaxial cable waveform, a "dead short".
My only concern is the katakana spelling, you did not write デッド, but デット.
If this is not what you looking for, then from the katakana spelling, it could be "debt short". This is only if DHS refers to Department of Homeland Security, and EMI to Emergency Management Institute, and the text is talking about short term debt management or something like that. A "debt short" could refer to a debt short-circuit (see second link), or "debt (short)" as short-term debt.
But if this is the case, I don't know why you would specify computer systems for topic...

: I would definitely go with the dead short. Interesting that all the sites I went to says デットショート not デッドショート。 I think it's a good guess.
