This seems to be some kind of registration number heading a certificate for the disposal of industrial wastes issued by Yokohama city authorities, but I can't find out if this is specific to Yokohama city only and how to translate it. "Property directive of Yokohama city no 1234" doesn't make a lot of sense to me...

You are essentially correct, but should put the directive number right after the word directive.
Personally I would use the word "asset" instead of "property" but essentially the same thing.
