Here's the context, I am familiar with the term "recycling-based society," and wonder if this doesn't mean a society that recycles knowledge of safety (i.e. by collecting statistics and reusing them?). The few news article I stumbled on seemed to suggest this. Any help with this greatly appreciated.

I think you already got it right. They are planning to collect information on children's accidents from hospitals and caregivers and to have experts analyze it so that they can prevent similar accidents in the future.

This sounds more natural. I also had a little problem with "recycling" knowledge. We need to reflect that the knowledge on safety is accumulated and reused. I like Susan's word, "re-circulate" though "recycling-based" seems to be a 定訳.

: Disagree with Troy's "recycling based society" as that sounds like literal recycling - this is talking about the propogation of "lessons learned" and such.

Please see above. I also have a problem with "recycling-based" for knowledge but probably the original author's choice of 循環型社会 comes from "recycling-based society" so we are translating back to it. I do want to have it in better English and Jpnz,though.
