I know 教員普通免許状 is teaching certificate, and I know 高等学校 and 中学校, but what is the proper way of expressing 1級 and 2級 in this case?

I don`t think the "普通" needs to be translated. I have never heard of a regular teachers license. How about you??

like Kansas, they do say 'certificate' in this case. So, nevermind.
"1st class, 2nd class", I suppose that's the best option. We're really
talking about the Japanese proclivity to hierarchize everything. Can't
think of same ranking sys. in US education.
