这里有两个问题：
1. 说二楼以上，包含不包含二楼？
我认为，在缺省情况下（in default），是包含二楼的。有同事跟我说：“法律文件里一般是含的”。我们日常生活的口语中，如果不包含二楼，一般不会说，搬到二楼以上去，只会说，搬到三楼以上去。
2. on and above.
On 和 above 是不同的。而在汉语里则是相同的。
这两个单词，汉语里都翻译为：在�... See more 这里有两个问题：

我认为，在缺省情况下（in default），是包含二楼的。有同事跟我说：“法律文件里一般是含的”。我们日常生活的口语中，如果不包含二楼，一般不会说，搬到二楼以上去，只会说，搬到三楼以上去。

On 和 above 是不同的。而在汉语里则是相同的。
这两个单词，汉语里都翻译为：在……之上；这就造成了混乱。
英语里，floor On the ground level 是地面一层。
Floors Above the ground level 则必然是二楼及以上楼层。对于英语是母语的人士来说，这可能太简单了，学龄前儿童都应该知道的。
所以，处于种种原因，见到这几个单词而不敢把二楼这两个字带出来的，可以认为是文化原因。不是简单的语言没学好。
无论是翻译为地平面以上，还是一楼以上，都是文化胆小鬼 ▲ Collapse

首先说一下，“二楼以上”是不完整的翻译，完整的说法是“二楼以上的楼层”。
你把 floors above ground level 理解为“二楼以上的楼层”，就等于说 ground level 就是二楼。你觉得对吗？

不一定简单。你想，“一楼”或英国的“ground floor”并不指地面，而是指地面与天花板之间的活动空间，而这个空间全部处于地面以上。假如是这么一句话：of course the basement doesn't get as much light as the floors above ground level，那么我一定会把floors above ground level理解为一楼和一楼以上的楼层。但是在你提出的语境中，明显是指非地面的楼层，即二楼以上。所以呢，可以说原文写得不够明确。

在wikipedia, ground level 的第一个解释就是地表面。
另外，我查了一下我手边的Catepillar集团本地化项目术语表，是个英国本土翻译公司负责管理的项目，ground level就指定译为"地面"。实际这个词在很多设备手册中都有，意思明显就是地面，大致语境是安装设备时某某部分/部件该距地面多高、需与地面平行等等。这个地面虽然与户外的大地表面可能不是一回事，但肯定不是一楼的意思。

我觉得，从严格的意义上讲，“XXX以上”是不能包括XXX的。比如说，2以上的数，如果还包括2的话，那就是等于说，2在2以上，显然是说不通的。
不过，在法律或其他场合，的确有把“XXX以上”当作包括XXX讲的。但是，他们这样用的时候，总是用“本法所称以上、以下、以内，包括本数”、“县级和县级以上”、“处以上(含处级)”、“省以下(含省)”这样的措辞，以避免含糊其辞。
所以，我觉得，如果不是特别声明的话，“XXX以上”不能包括XXX。

ground level的讨论，其实并非本例的焦点所在。
真正的焦点是：在汉语习惯中，对于“xxx以上”的表达，通常都是包括xxx的。而这在对数字要求比较精确的场合，则是致命的，需要翻译的时候注意。
在本例中，因为没有更多的background支撑，所以我们无法判断这篇文档的读者对象、目的究竟是什么，因此只能从纯粹的翻译角度来讨论。那么，根据对等原则，我们要保证译文读者能够获得原文读者能够获取到的同样的信息。
因此，如果原文是模糊的，那么译文也有必要模糊处理。如果原文是精确的，则译文也需要精确。
但这是懒惰的做法。表面上看来，是忠于原文了，但实际上却没有考虑到文本的功能性。在这一点上，我还是很欣赏楼主的勇气的。至少是站在读者的角度来考虑问题。有时候，雇主不一定真正知道读者的需求，我们有必要将这一点传达给他们。
我想，这也是翻译作为服务的一点价值所在吧。

很多关键设备虽然安装在一楼，但一般都安装在相当高的基座上，其目的就是防止水淹。
问题不在于什么 cultural difference。用 common sense 判断即可。

当然，严格地说，两者还是有区别的。不过，在绝大多数情况下，两者的高度差还是很小的，我觉得可以大致看做是在一个高度上。这也可能是英文中 ground level 有 ground floor 意思的一个原因吧。

Common sense
Relocate all critical equipment from low-lying basement areas to floors above ground level (floor).
It’s not really necessary to add the last word.
What is necessary here is the translator’s common sense.
I once detected an error in a sentence:
Ensure there is no storage in areas which are shielded by ceiling sprinklers.
The error is so obvious to me that I didn’t even mention it.
I translated it using common sense.
It was then proofread and sent back to me for a check to see if I agree to the changes.
Sure enough, I saw the proofreader changed my translation of this sentence, it was now perfectly in line with its meaning. There is only one problem. It was wrong instruction!
What is the wrong about the sentence?
I will reveal it later if needed.

的确，如果要如实地理解的话，原文并没有把一楼排除在外，只要它（足够）高于地面。
