This expression is used in different contexts. But given that my context is used to describe a rock concert, I interpret it its use to describe both the music and the atmosphere. Correct? In which case I wonder whether a good solution might be to a bit more creative here and translate it with "the place was rocking" or something along those lines.

I'm guessing it will be referring to the noise/sound level. The same term seems to be used for the English "full steam ahead".

Not tame, Bill, but as you say yourself, my immediate reaction was that it focused on the noise element and not enough on the atmosphere element. But after sleeping on it, I think it could work after all.
