Context, as always... Ligningsmessig does indeed meen tax related, or subject to taxation. It can man the opposite in real terms, as in ligningsmessig fradrag, or tax decuctible. Ligningsmessig kostpris is meaningless per se, presuming the 'kostpris' itself is documented, accountable, and contains no charges for contrlled substances or explosive matter. If it doesn't, the whole 'kostpris' is indeed ligningsmessig, or deductible in this context.

In my view, the use of ligningsmessig is somewhat vague, so "tax related" would be a good translation.
If the author intended to say taxable, they could have used "skattbar".
This is not really my field, so you may receive better advice from a native speaker.

yes, I know, I use Clue, but it doesn't solve the problem if tax related means taxable or just relating to taxes :/ e.g. "Ligningsmessige inngangsverdier" or "ligningsmessig kostpris" - are these values just tax related or taxable? Is tax related the same as taxable?
