Arbeidstakere som mottar delvis førtidspensjon beholder sitt medlemskap i pensjonsordningen med den **arbeidstidsprosent** som tilsvarer vedkommendes faktiske arbeidstid.
Is it just referring to working hours, said hours comprising a percentage of what would otherwise be a full (i.e. 100%) permanent job?
I'm not sure how best to express it.

I think the idea of "hours" here is misleading.
I think calculations are done in terms of "weeks".
We are talking about formulas for calculating retirement payments.
Are not these based on hours a week? Or hours worked throughout a year? (See the wikipedia article)

Hours comprising a percentage of what would otherwise be a 100% job. Seems like the most likely candidate.
