insulation material

Sounds like pakningsmateriale must be the wrong term in the first place. Asbestos has no sealing properties worth mentioning, but was widely used in insulation (heat, noise) until its carcinogenig properties were discovered. Hence "isolasjonsmateriale" => Insulation material.

packing material or furnace cement

Asbestos appears to have had a variety of uses in furnaces and heat-generating equipment, including sealing, packing and insulating.
"Asbestos furnace cement - This product ... was generally utilized around furnaces or boilers to hold bricks together or seal spaces."
» Asbestos packing - This product ... was utilized to fill gaps in pump connections and other equipment where high heat could be generated. The packing was needed to seal flanges or joints."
