qualifying for university entrance
The Norwegian Upper Secondary School (videregående skole) provides vocational (yrkesfaglige) courses, which do not in themselves qualify for univesity entrance and general (allmenne) courses, which qualify for university entrance. The latter are sometimes referred to as "studieforberedende".

foundation course
This is a preparatory course for University, not offered by high schools in the UK, but by a college or University before school-leavers can go on to study at University level. Not sure whether this is exactly what you're looking for but it is the closest I can think of.
Definition
foundation course (UK noun) [C] (US introductory course)
a *college* or university course that introduces students to a subject and prepares them for studying it at a higher level
Cambridge English Dictionary
If you are finishing your HSC (but no A levels), and would like to study for your first degree in the UK, you will need to do a foundation course at an UK college or University. As well as studying, you will have the opportunity of tasting the best of UK education through a creative and challenging environment.
What is a Foundation course?
This is a one-year university preparation course especially designed for overseas. Normally, it is for school leavers who have studied a non-British curriculum, but wish to pursue a degree in the UK.

: The question referred to courses provided at the Norwegian videregående skole. The term "foundation course" is used to translate "grunnkurs". It would certainly be confusing to use it here!

I'm not talking about a 'grunnkurs' but of a foundation course offered to school-leavers as preparation for Uni. However, you' re right in that in the UK this is not offered at High School level, so it wouldn't fit in this case.
