Contraction joints are necessary to control natural cracking from stresses caused by concrete shrinkage, thermal contraction, and moisture or thermal gradients within the concrete.
I must admit the context is weak so I am guessing, but the tool I have in mind is called a groover or a deep groover. When laying a pavement you use this to mark and make a furrow that becomes the fault line and forming a contraction joint. I assume there is a similar methode, albeit mechanical -for laying concrete raod surfaces.
Then again, I may be way off-road.
