The purpose of an "arbeidsmarkedsbedrift" is to retrain unemployed individuals (usually in a vocation of some sort) in order to provide them with new jobs. In Norway these businesses are privately run, but operating on government contracts. Employment training providers seems to be the equivalent in the UK.
