It could be something along those lines. My feeling was that it's something close to 'being able to mediate/conclude (negotiations)', or something of that sort, but I could be wrong. Thanks again.

It's hard to say without context but could it mean something like "consolidating the location", "assembling", "unifying the areas"?

Thank you for your suggestion. In searching other possible usages of this phrase, I noticed that it usually means a person's trait. Also, I don't think 場 should be taken literally here.
