I think the nuance is that the plans sound so great, they can hardly be actually achievable or practical... but hey, they sound great! Though the English shouldn't sound too negative... I was thinking to use "far-fetched plans" but it sounds too negative. "fanciful" is "over-imagintive and unrealistic... I think that about sums it up!
