How would you translate this in the domestic (husband/wife) context? "Mistreat" perhaps? I don't think this includes physical violence, but would it include verbal abuse, or does it sound more vague/general to you? Thanks for any ideas you might have.

Possibly, I would go for "abuse."
I think "mistreat" may be a little too soft, but it will depend on the rest of your text, while the std. translation "persecute" may be too strong - only you can tell, I guess.
"To abuse," however, can include verbal, physical and sexual abuse. These days, verbal abuse is being regarded as being equally as damaging as other forms of abuse, despite the possible absence of physical scars.

According to the Webster dictionary, the synonyms of "oppress" include "harrass," a frequently used term in abuse context -- my first choice.
Another option would be a synonym of "persecute" -- "victimize," depending on the context.
