The United States does not have a comparable system, so American English doesn't have an exact term for it. I would go with a literal translation, simply calling it a "joint-use hospital" and if permissible add a short description (e.g. joint-use hospital, a hospital jointly used by physicians from other hospitals to provide emergency medical care).

just a hunch ...
Could your selected phrase possibly may make better sense if it occurs as a two level qualifier of the noun phrase that follows, as in: [共同利用形[病院]情報システム]]. Can you check your original?
If not, would have to consider a context referring to a kind of Polyvalent'(looking for a better term) Medical Center...

Because this is about the certain system of emergency care, depending on the context, I would translate as "a hospital with shared-use system."

Emergency (out-of-hours) hospital

The UK National Health Service talks about "Out-of-hours" care. When a patient needs urgent treatment but his/her GP (General Practitioner (doctor)) is closed. However, in the UK, emergency hospitals are by their nature "out of hours", they provide 24 hour care, so it's not the same system.

That being said, if you want a native English speaker to see the title and instantly understand what kind of hospital this is, then "out of hours" works well and would be understood. "Shared/Joint hospital" would require a lengthy explanation.

We can also call them "Out-of-hours medical centers" etc.
