I think it would depend on the field of medicine. In Western medicine the hypogastrium / hypogastric region is probably the best approximation. The pubic region would be more widely understood. The sacral chakra or naval chakra is probably the most familiar term in English for the Ayurvedic and traditional Chinese concepts.
