Judging by the context of the JFTC ruling I am translating, this is using technology or intellectual property of another company withouth paying royalties. However, I think this is Japanese-English.Here is the full sentence: 競合する他のパソコン製造販売業者に自社の技術がフリーライドされたとしても,被審人のみならず他のパソコン製造販売業者からもロイヤリティを徴収するという投資回収手段が実質的に閉ざされてしまうという問題を懸念した
