I think that this must be a typo. It may be "かかる", a rather literal expression meaning "このような" or "そのような".

I presume that, in the document, it was written like "かゝる", where the second character represents the same character as its preceding one.

My point is that ¥"ゝ¥" looks like ¥"つ¥". I suppose that somebody wrote ¥"かゝる¥" on the paper and somebody else typed it without noticing the difference between ¥"ゝ¥" and ¥"つ¥", though I cannot explain why ¥"か¥" is doubly inserted.

In any case, there is no such word as ¥"かつかる¥", and ¥"かかる¥" makes sense.

In addition, such a literary style as ¥"かかる¥" is often used in a formal document like contracts.
