The context in which these words occur involves two parties, a manpower agency and a company receiving the manpower support. I'm not sure how to translate the latter properly. 派遣元=agency, 派遣先=?

These can be expressed in a compact and natural manner in Japanese. But in English, I think I would refer to them as manpower agency and its client. You could define what the client is and then refer to it as the client after that point.

There were already quite a few suggestions made but I would simply say 派遣元 as a person or company doing the recruiting of personnel and 派遣先 as a person or an entity at the receiving end of the recruiting.
