The sentence is
支払い事由に関し業務上、業務外を問わない and follows the sentence
社員が死亡した場合、その遺族の生活安定に寄与することを目的と
する。
It comes from a document with rules on payment of various types of benefits and condolence payments. I understand this to mean that payments will be made regardless of whether the employee died due to a work related accident or not. Is this correct? Or is it something else entirely?
