Terms given to 在外公館 by dictionaries are as follows:
government establishments abroad, diplomatic missions abroad,etc
There's a division "在外公館課," in Foreign Ministry, Japan, which is officially called:
"Overseas Establishments Division"

: This explanation "hits the nail on the head," so to speak, but I think "diplomatic missions" is more precise than "overseas establishments" to describe these entities as a whole.

I think people are putting too much into the fact that you see 公館 with 在外 a lot (definitely in Eijiro). Nothing in what the asker says has anything to do with overseas. In general, it's a government/public building.
