「環境マネジメントとして計画した取り決め事項に対し適合しているか」
This is from a company's internal environmental auditing policy. According to my dictionaries, this means agreement or arrangement, but in this sentence that doesn't really make sense to me.
What they are asking is whether the 監査項目 is in compliance with something or other.

I think 取り決め事項 here means company's decision about environmetal management, such as rules, requirements, implementation schedule, person in charge etc.
